طراحی الگوی برنامه درسی شایستگی‌بنیان در رشته علوم تربیتی دانشگاه‌های دولتی ایران با رویکرد انطباق با بازار کار 2030

چکیده
هدف پژوهش حاضر طراحی الگوی برنامه درسی شایستگی‌بنیان در رشته علوم تربیتی دانشگاه‌های دولتی ایران با رویکرد انطباق با نیازهای بازار کار 2030 بود. این پژوهش با رویکرد کیفی و با استفاده از روش نظریه داده‌بنیاد نظام‌مند اشتراوس و کوربین انجام شد. مشارکت‌کنندگان پژوهش شامل خبرگان برنامه‌ریزی درسی، اعضای هیئت علمی علوم تربیتی، متخصصان آموزش عالی و صاحب‌نظران حوزه مهارت و اشتغال بودند که به‌صورت هدفمند و با منطق نمونه‌گیری نظری انتخاب شدند. داده‌ها از طریق 18 مصاحبه نیمه‌ساختاریافته گردآوری شد و تحلیل داده‌ها با استفاده از فرایند کدگذاری باز، محوری و انتخابی انجام گرفت. نتایج تحلیل داده‌ها به استخراج 126 کد اولیه و 19 مقوله فرعی انجامید که در قالب الگوی پارادایمی سازمان‌دهی شدند. مقوله محوری پژوهش «گذار از انتقال دانش به ساخت شایستگی» شناسایی شد. شرایط علّی شامل شکاف میان آموزش دانشگاهی و نیازهای بازار کار، تحول نقش‌های حرفه‌ای و غلبه ارزشیابی حافظه‌محور بود. همچنین فاصله میان سیاست‌گذاری و اجرا و ناهمگونی آمادگی اعضای هیئت علمی به‌عنوان شرایط زمینه‌ای و عواملی نظیر بروکراسی اداری، ضعف پیوند ساختاریافته با میدان عمل و تعارض انگیزشی در نظام ارتقای دانشگاهی به‌عنوان شرایط مداخله‌گر شناسایی شدند. راهبردهای اصلی شامل تعریف شایستگی‌های سه‌لایه‌ای (پایه، زمینه‌ای و تطبیقی)، طراحی یادگیری اصیل و مسئله‌محور، استقرار ارزشیابی عملکردی و مشارکت فعال ذی‌نفعان در طراحی و بازنگری برنامه درسی بود. اجرای این الگو می‌تواند به افزایش اشتغال‌پذیری دانش‌آموختگان، تقویت هویت حرفه‌ای آنان و ارتقای پاسخ‌گویی آموزش عالی در برابر تحولات آینده بازار کار منجر شود.

Designing a Competency‑Based Curriculum Model for the Field of Educational Sciences in Iranian Public Universities with an Orientation Toward Alignment with the 2030 Labor Market

The present study aimed to design a competency‑based curriculum model for the field of Educational Sciences in Iranian public universities, oriented toward alignment with the needs of the 2030 labor market. This qualitative study employed the systematic grounded theory method of Strauss and Corbin. Participants included curriculum experts, faculty members in Educational Sciences, higher‑education specialists, and experts in skills and employment, selected purposefully through theoretical sampling. Data were collected through 18 semi‑structured interviews and analyzed using open, axial, and selective coding. The analysis yielded 126 initial codes and 19 subcategories, organized within a paradigmatic model. The core category identified was “transition from knowledge transmission to competency construction.” Causal conditions included the mismatch between university education and labor‑market needs, the transformation of professional roles, and the dominance of memory‑based assessment. Contextual conditions consisted of the gap between policymaking and implementation, along with heterogeneous readiness levels among faculty members. Intervening conditions involved administrative bureaucracy, weak structural linkage with the field of practice, and motivational conflicts embedded in the academic promotion system. Key strategies included defining three‑layered competencies (foundational, contextual, and adaptive), designing authentic and problem‑based learning experiences, implementing performance‑based assessment, and ensuring active stakeholder participation in curriculum design and revision. Implementation of this model can enhance graduates’ employability, strengthen their professional identity, and improve the responsiveness of higher education to future labor‑market developments.
