مطالعه تطبیقی ساختار برنامه درسی دوره دوم متوسطه در ایران، فنلاند، آلمان و انگلستان با تأکید بر بازآرایی برنامه درسی در چارچوب دیپلم جامع ایران

چکیده
این پژوهش ساختار برنامه درسی دوره دوم متوسطه در ایران، فنلاند، آلمان و انگلستان را مقایسه کرده است تا از خلال تفاوت‌ها و شباهت‌های ساختاری، اصولی برای بازآرایی برنامه درسی دوره متوسطه نظری ایران در چارچوب دیپلم جامع به دست دهد. پژوهش با رویکرد کیفی، طرح تطبیقی چندموردی و روش چهارمرحله‌ای بردی انجام شد و داده‌ها در چهار گام توصیف، تفسیر، هم‌جواری و مقایسه بررسی شدند. انتخاب کشورها هدفمند بود و بر تفاوت آنها از نظر میزان تمرکز، شیوه تخصص‌یابی و دامنه انتخاب دانش‌آموز استوار شد. پیکره پژوهش را ۲۳ سند رسمی و معتبر برنامه درسی، مقررات دوره، ارزشیابی و گواهی پایان دوره تا پایان تیر ۱۴۰۵ تشکیل داد. داده‌ها با تحلیل چارچوبی و کدگذاری دومرحله ای در هشت بعد سازمان یافتند. حاصل مقایسه، چهار الگوی متمایز بود. ساختار رشته‌محور و متمرکز در ایران، ساختار واحدمحور و تلفیقی در فنلاند، ساختار حوزه‌محور و متعادل در آلمان و ساختار مدرک‌محور و انتخابی در انگلستان. مهم‌ترین تفاوت‌ها به گستره هسته مشترک، زمان آغاز تخصص‌یابی، امکان تغییر مسیر، اختیار محلی، نقش هدایت و نسبت ارزشیابی مدرسه‌ای با گواهی بیرونی مربوط بود. برآیند یافته‌ها به صورت چارچوب هسته ـ تمرکز ـ انتخاب برای ایران صورت‌بندی شد. چارچوبی که هسته عمومی پایدار، تمرکز تدریجی، انتخاب هدایت‌شده، دروس جبرانی و تکمیلی، برنامه شخصی، پروژه میان‌رشته‌ای و ارزشیابی چندمنبعی را در کنار هم قرار می‌دهد. یافته‌ها نشان می‌دهد دیپلم جامع لزوماً به معنای حذف تخصص نیست. مسئله اصلی، ایجاد رابطه‌ای نفوذپذیر و عادلانه میان یادگیری مشترک، تعمیق انتخابی و امکان اصلاح مسیر است.

A Comparative Study of Upper Secondary Curriculum Structures in Iran, Finland, Germany, and England: Reorganizing Curriculum toward a Comprehensive Diploma in Iran

چکیده English

How upper secondary education is organized shapes the duration of common learning, the point at which specialization begins, and students’ ability to combine or reconsider their choices. This study compares the curriculum structures of Iran, Finland, Germany, and England and identifies design principles for reorganizing Iran’s general upper secondary curriculum toward a comprehensive diploma. A qualitative comparative multiple-case design was used, drawing on Bereday’s four stages of description, interpretation, juxtaposition, and comparison, alongside document and framework analysis. The cases were selected purposively to represent contrasting arrangements of centralization, specialization, and student choice. The corpus included 23 current official curriculum, regulatory, assessment, and certification documents available up to July 2026. Four configurations emerged: a centralized fixed-stream structure in Iran, a modular-integrative structure in Finland, a domain-balanced course structure in Germany, and a qualification-selective structure in England. Key differences concerned the common curriculum, timing of specialization, pathway permeability, local authority, guidance, and the relationship between school learning and external certification. On this basis, a core-concentration-choice framework is proposed for Iran, combining a sustained common curriculum, gradual concentration, guided electives, bridge modules, continuous guidance, interdisciplinary work, and multi-source assessment. A comprehensive diploma, the comparison suggests, need not eliminate specialization; it should make common learning, focused study, and revisable choice work together more effectively.
